- What change in attitude towards labor disputes did the Norris-LaGuardia Act represent? Was it a “pro-labor” piece of legislation? Did it promote greater labor organizing, or simply non-interference from the courts?

The Norris-LaGuardia act represents a change towards pro- labor from the Hover administration. It limited the use of injunction in labor disputes.
